MOving Effects

I'm really amazed with this sunrise picture. Everytime I saw picture with moving effects, it made me think of how they made it. I want to know how but I guess it's not that easy. How I wish somebody will teach me how to do those moving effects. I'm interested but no school for me now. Busy as wife and mom. And hoping to find a nice job someday. Well anyway just want to share.
